Forty-seven Rwandan law enforcement officers, on Friday, January 16, completed a five-month Police Junior Command and Staff Course (PJCSC) at the National Police College (NPC) in Musanze District.
The 13th intake included 36 junior officers from the Rwanda National Police (RNP), five officers from the Rwanda Correctional Service (RCS), five from the Rwanda Investigation Bureau (RIB), and one from the National Intelligence and Security Service (NISS).
The Deputy Inspector General of Police (DIGP) in charge of Administration and Personnel, DCG Jeanne Chantal Ujeneza, presided over the graduation, highlighting the course’s role in shaping junior officers for leadership, command, and decision-making.
She emphasized that modern policing requires more than tactical skills, reiterating the importance of critical thinking, structured planning, coordination, and informed decision-making.
“The training integrated leadership, operational planning, staff procedures, and decision-making in complex environments, while incorporating modern digital tools that reflect the realities of contemporary police operations,” she added.
She urged the graduates to apply the knowledge and skills acquired with professionalism and responsibility as they return to their respective institutions and units, emphasizing that leadership goes beyond rank.
“Leadership is not defined by rank alone. It is demonstrated through integrity, responsibility, sound judgment, and the ability to make decisions that protect the public, uphold the law, and serve the national interest,” DCG Ujeneza emphasized.
She further urged the graduates to uphold discipline and professionalism in all their future assignments. “Carry your knowledge with humility and confidence. Let your conduct reflect the standards of this institution and the quality of training you have received,” she said.
