Minister of State for Resource Mobilization and Public Investments at the Ministry of Finance and Economic Planning, Linda Mutesi Rusagara, on Wednesday , February 18, delivered a Lecture of Opportunity to senior officers attending the Police Senior Command and Staff Course (PSCSC) at the National Police College (NPC), highlighting disciplined strategic planning as the driving force behind Rwanda’s transformation.
The 14th PSCSC intake is attended by 38 senior officers from nine African countries.
Ms Mutesi emphasized that while Rwanda’s transformation is often associated with visible milestones, the deeper engine of progress lies in disciplined strategic planning.

“Rwanda’s transformation is defined by the visible achievements such as economic growth, modern infrastructure, and improved social indicators. At its core, our progress is driven by disciplined strategic planning, grounded in shared national values and guided by decisive, accountable leadership.”
She reflected on Rwanda’s journey from the devastation of the 1994 Genocide against the Tutsi to becoming a united, accountable, and forward-looking nation.
“Through home-grown development platforms, Rwandans built consensus around unity, reconciliation, zero tolerance for corruption, citizen-centered governance, and self-reliance. These principles became the bedrock of structured national planning,” Ms Mutesi said.

She stressed that modern policing must go beyond reactive operations, adding that it requires strategic foresight, disciplined resource management, institutional coordination, and data-driven decision-making.
Security and development, she said, are mutually reinforcing and that effective policing creates the stability necessary for investment, job creation, and inclusive growth.
The Minister further outlined the Police’s role in advancing Vision 2050: safeguarding persons and property, promoting integrity and professional excellence, digitizing services, and actively supporting national development programmes.
